Spread synthetic fibres or geotextile footings evenly across the sand layer.

Water the top layer to bring moisture into the footings and sand before mixing.

Mix the surface with a power harrow to a depth of 3 inches (7 to 8 cm).

To compact the  surface, you can use a power harrow equipped with a roller.
